Cook onions and garlic in oil until tender. Add tomatoes, olives, raisins (optional)and chili powder. Next add shredded beef (or cooked ground beef). Stir well and pour into the bottom of a greased 3-quart baking dish. In a separate bowl, combine cornmeal with 1 cup cold water. Heat 2 cups of water to boiling. Add salt and 1/2 tsp chili powder to the cornmeal mixture. Pour into boiling water, while stirring continuously to avoid lumps. Simmer 15 minutes while stirring constantly. Pour over beef mixture. Bake uncovered for 20 minutes. Sprinkle with cheese and bake another 5 minutes. Allow to stand at room temperature for 5-10 minutes before serving.
