Preheat over to 350 degrees. Cook pasta as per directions. Melt butter. Add flour and seasonings. Mix well. Add milk and stir until mixture boils and begins to thicken. Mix in cheese until melted. pour over elbows. Mix well. Sprinkle with Parmesan cheese Bake 20-30 min until hot and bubbly.
