1. In a microwave bowl, melt margarine; add flour, hot water and milk, and stir, microwaving on HIGH for 1 minute at a time after each addition.
2. Stir well after each minute until the gravy is nice and smooth.
3. Add the mustard and salt and pepper to taste.
4. Heat through well, about 3 minutes on HIGH. Add beef and microwave until warm.
5. Serve with mashed potatoes or noodles or rice and a vegetable.
