1. Sift together flour, sugar, baking powder and salt in mixing bowl.
2. Stir in the raisins to coat with the flour mixture.
3. Pour in the milk and stir just until moistened.
4. Do not overmix. Grease a 9-inch square baking pan and spread the batter in pan.
5. Combine water, brown sugar and margarine in saucepan.
6. Heat just until the margarine melts and the sugar is dissolved.
7. Carefully pour over the batter in the baking pan.
8. Do not stir. Bake in preheated 350-degree oven for 30-40 minutes.
9. Serve while warm topped with whipped cream if desired.
10. Add a dash of cinnamon to the sweetened whipped cream if desired.
