1. Saute the onion and pepper in the oil for 4 to 5 minutes, or until tender but not browned.

4. In a bowl, pour the milk over the bread and let soak for 5 minutes.
5. Squeeze the excess milk from the bread and combine with the remaining ingredients, adding the onion mixture and season with salt and pepper.
