Chop cabbage finely, grate carrots, mince onions. Mix and set aside. Prepare sauce: mix sugar, salt, pepper, milk, mayonnaise, yogurt, vinegar and lemon juice together. Pour over chopped vegetables. Combine well. Refrigerate at least 2 hrs before serving.
