3. Cook over medium heat, stirring, until it turns golden, about 15 to 20 minutes.
4. Add the onion, green peppers, celery and garlic and saute for 20 minutes.
5. Add the shrimp and remaining ingredients. Bring to boil and then simmer for 3 to 5 minutes, or until shrimp are tender.
6. Season. Serve over a bed of rice. Serves 4-6.
