Preheat Oven to 375 degrees.
Boil macaroni until about halfly softened. Drain.
Combine cornstarch, sugar, salt, pepper in medium saucepan. Stir in condensed milk, water, and butter.
Cut the vanilla bean lengthwise and scrape the inside to the sauce. Add minced garlic. Cook over medium-heat, stirring constantly, until mixture comes to a boil. Boil for 1 minute. Remove from heat. Stir in all of the cheeses until melted.
Add macaroni; mix well.
Pour into greased casserole dish. Top with extra cheddar cheese.
